Wien und Smarter Together sind immer gefragt

Gleich zweimal war in jüngster Zeit die Wiener Expertise zu Smart City in Kassel gefragt.  Kassel ist die drittgrößte Stadt in Hessen und hat ca. 200.000 Einwohner*innen. Aktuell entwickelt die Stadt Kassel eine Smart City Strategie. Da liegt das Interesse an Wien auf der Hand. Kassel ist auch bekannt für die nunmehr in Fünfjahresrhythmus stattfindende Kunstausstellung documenta.

Smarte Bürger*innen-Beteiligung

Zunächst war am 5. November 2021 Wiens vielfältige Ansätze der smarten Bürger*innen-Beteiligung im Zentrum des Interesses einer Gruppe von Studierenden der Uni Kassel. Die Einladung kam von Corinna Thielen, einer ehemaligen Projektkollegin von Smarter Together aus München, die nun an der Uni Kassel vorträgt. Ziel war es, den Studierenden Ideen und Inspirationen zu liefern, für vielfältige Beteiligungsaktivitäten im Rahmen der Umsetzung der Smart City Strategie zu konzipieren. Und Wien hat da einiges an wertvollen Erfahrungen zu bieten: Auf der strategisch-konzeptuellen Ebene ist es etwa das Praxisbuch Partizipation mit einer Fülle von Beispielen, bei denen unterschiedlichste Zielgruppen einbezogen werden.

Einen besonderen Schwerpunkt bildete natürlich Smarter Together, wo Partizipation sehr breit verstanden wurde. Von der spielerischen Einbeziehung von Schüler*innen, übers SIMmobil, diverse Befragungen, Mieter*innen-Beteiligungen bis zur Mitgestaltung und Mitbestimmung, war alles dabei.

Auch das Nachfolgeprojekt WieNeu+ und die Förderschiene Grätzlmarie wurden intensiv diskutiert.

Das SIMmobil

Am 24. Jänner 2022 war das SIMmobil als modernes, attraktives und vielfältig einsetzbares Innovationslabor des Projektes und der Stadt Wien im Zentrum der Aufmerksamkeit von Vertretern der Stadt Kassel, die an der Smart City Modellstadt Kassel arbeiten. Die Einladung zu diesem Austausch kam von Oliver Christopher Will, Geschäftsführer der Strategiemanufaktur, die den Smart City-Strategieprozess in Kassel begleitet.

Der Ansatz der Stadt Kassel war es, ein Instrument zu entwickeln, das insbesondere Beratungsangebote zu Assistenztechnologien eingesetzt werden könnte. Dabei schwebte den Zuständigkeiten entweder einer Wiener Lösung vor oder aber die Verwendung eines selbstständig fahrenden Busses wie in Århus bzw. wie im Smarter Together Projekt in Venedig. Die Fragen waren ganz konkret gerichtet auf Kosten, Erfahrungen, Erfolgsfaktoren, Zielgruppen, Beratungsangeboten. Der Charme der Wiener Lösung: Lange bevor die Kreislaufwirtschaft in aller Munde war, hat sich das Projektteam in Wien für das Recycling eines ausrangierten Info-Anhängers entschieden – zu minimalen Kosten und maximalen Nutzen.

Kassel und die documenta

„Die Documenta (Eigenschreibweise documenta) ist die weltweit bedeutendste Reihe von Ausstellungen für zeitgenössische Kunst. Sie findet alle fünf Jahre statt (ursprünglich alle vier Jahre) und dauert jeweils 100 Tage; sie wird daher auch als Museum der 100 Tage bezeichnet.  Die erste documenta wurde 1955 veranstaltet und ging auf die Initiative von Arnold Bode zurück. Standort der Documenta ist Kassel. Die vergangene Ausstellung, documenta 14, fand 2017 an den gleichberechtigten Standorten Kassel (10. Juni – 17. September) und Athen (8. April – 16. Juli) statt. Vienna and Smarter Together are always in demand

Vienna’s expertise on Smart City was in demand twice recently in Kassel.  Kassel is the third largest city in Hesse and has a population of around 200,000. The city of Kassel is currently developing a Smart City strategy. So the interest in Vienna is obvious. Kassel is also known for the documenta art exhibition , which now takes place every five years.

Smart citizen participation

First, on 5 November 2021, Vienna’s diverse approaches to smart citizen participation were the focus of interest for a group of students from the University of Kassel. The invitation came from Corinna Thielen, a former Smarter Together project colleague from Munich, who is now presenting at the University of Kassel. The aim was to provide the students with ideas and inspiration for a variety of participation activities in the context of implementing the Smart City Strategy. And Vienna has a lot of valuable experience to offer: On the strategic-conceptual level, for example, there is the practical book on participation with a wealth of examples in which a wide variety of target groups are involved.

A special focus was of course Smarter Together, where participation was understood very broadly. From the playful involvement of schoolchildren to SIMmobil, various surveys, tenant participation to co-design and co-determination, everything was there.

The follow-up project WieNeu+ and the funding programme Grätzlmarie were also intensively discussed.

The SIMmobile

On 24 January 2022, the SIMmobile, as a modern, attractive and versatile innovation laboratory of the project and the City of Vienna, was the focus of attention of representatives of the City of Kassel working on the Smart City Model City Kassel. The invitation to this exchange came from Oliver Christopher Will, Managing Director of Strategiemanufaktur, which accompanies the Smart City strategy process in Kassel.

The approach of the city of Kassel was to develop an instrument that could be used in particular for advisory services on assistance technologies. The responsibilities had in mind either a Viennese solution or the use of an autonomously driving bus as in Aarhus or as in the Smarter Together project in Venice. The questions were specifically directed at costs, experiences, success factors, target groups, advisory services. The charm of the Viennese solution: long before the circular economy was on everyone’s lips, the project team in Vienna decided to recycle a discarded information trailer – at minimal cost and maximum benefit.
